State commercial vehicle law enforcement

It seems as though each state seems to have it’s own way of enforcement of commercial vehicles. I will use Alabama as an example. Alabama has a few in ground driver over scales which I never see manned, and seem to for the most part rely on truck detail officers to ride around handling only violations of laws and condition of commercial vehicle equipment conditions. I don’t consider them as being proactive! The truck enforcement officers I have met in Alabama seem to be well trained and very concerned about there jobs but are restricted due to lack of manpower which forces them into having to spend time do other things not related to commercial vehicles!! All states need to uniformly PRO ACTIVE!
