Putting people in positions of establishing policies and laws should be people who have walked the walk and talked the talk! Government needs to look into what all state truck enforcement details operate, and how they can enforce trucking safety regulations which should include standards for truck driver schools, and stop there ability to issue certificates of experience to bypass states from performing there own road testing of new CDL applicants!
