Reasonable and necessary analysis. However, due to California’s AB 5 prohibition on owner-operator truck drivers, many of the CA new authorities starting in 2023 are simply owner-operators having to obtain authority in order to do business in California. I’m not sure how you factor this in, but I expect that the number is very significant.
