Moving goalposts and suddenly auditing things that were never seen as particularly vital priorities is not a sudden crisis—it’s a manufactured crisis for clicks, views and (hopefully) votes?
Why would two documents have to expire on the same day so long as both are valid while being used? You sure -that- is why we have a problem?
