Transportation Secretary Sean Duffy said on Monday that 9,500 truck drivers have been taken off the road for failing English-language requirements.

I suggest that the author and the CEO of OTR Solutions take a look at the actual data. There are several ELP-related violations, not just one. The actual number of violations for only one of those is 13,841, from which 8,787 are OOS. If you add OOS for other ELP violations (e.g., there is one specifically given for not being able to recognize traffic signs), the actual number of OOS is well over 10,000.
