California and Oregon have suspended issuing non-domiciled CDLs following an emergency DOT order, as federal officials cite safety risks.

I believe to fix the problem with CDLs and Non-domiciled CDLs. The Federal DOT should be the agency that takes applications, test, issues and enforce all commercial drivers license that cross state lines and US borders. This should comply to all industries that are regulated by federal government that crosses state lines and US borders.
